Numero XIII-3 - Banche Centrali e Climate Change: la nuova frontiera globale delle politiche monetarie

Abstract EN - Central banks are increasingly becoming more active in the fight against climate change. Within their mandate, they are not only addressing climate-related and transition risks to the financial system but also directly engaging to support the green transition policies enabled at the national and supra-national levels. The European Central Bank has recently strengthened its climate action and is perfecting its quantitative models to analyze risks, while at the same time taking the first steps to decarbonize its asset portfolio. Beyond the EU, the Bank of England has been particularly active in steering firms toward sustainable assets, while the People’s Bank of China has been the first one to emit green bonds and is experimenting with non-conventional monetary policies. Among major global players, the US Federal Reserve lags behind, preferring to observe and study the initiatives undertaken by other central banks before acting. Abstract IT - Le banche centrali stanno dimostrandosi sempre più attive nella lotta al cambiamento climatico. Nell’ambito del loro mandato, non soltanto si stanno occupando dei rischi legati al clima e alla transizione per il sistema finanziario, ma si stanno anche impegnando direttamente per il sostegno alle politiche di transizione verde messe in atto a livello nazionale e sovranazionale. La Banca Centrale Europea ha recentemente rafforzato la sua attività per il clima e sta perfezionando i suoi modelli quantitativi per l’analisi dei rischi, mentre al contempo sta muovendo i primi passi per decarbonizzare il proprio portafoglio di attività. Al di fuori dell’UE, la Bank of England è stata particolarmente attiva nel guidare le imprese verso asset sostenibili, mentre la People’s Bank of China è stata la prima a emettere green bond e sta sperimentando politiche monetarie non convenzionali. Tra i principali attori globali, la Federal Reserve statunitense sembra restare indietro, preferendo osservare e studiare le iniziative intraprese dalle altre banche centrali prima di agire.
