Rassegna trimestrale n. XVI-2 | Aprile 2025
Il numero di aprile 2025 della Rassegna trimestrale raccoglie contributi che esaminano le sfide regolatorie poste dall’intelligenza artificiale generativa e dalle tecnologie emergenti, con particolare attenzione al ruolo delle pubbliche amministrazioni e delle autorità indipendenti.
I primi tre contributi approfondiscono l’impatto dell’IA generativa sull’azione amministrativa, i profili concorrenziali legati allo sviluppo dell’IA e le proposte normative volte a istituire un’Autorità indipendente per l’IA e le neurotecnologie.
Segue una riflessione sulle strategie internazionali per promuovere l’innovazione digitale nei governi, con riferimento al recente rapporto OCSE “Enabling Digital Innovation in Government”. Chiude il numero una recensione al volume La democrazia migliore di Gianluca Sgueo, che esplora il rapporto tra innovazione, partecipazione e qualità della democrazia.

Abstract (EN) | The article addresses the issue of the constraints that AAPPs face in adapting to innovations related to Generative Artificial Intelligence. It is emphasised that certain structural characteristics of AAPPs (rigidity in the management of personnel and associated skills), will require greater attention to recruitment (which will have to focus on IAG-specific skills) and continuous training, which will have the arduous task of defending hundreds of thousands of employees from the obsolescence of their professional assets.
