Qualcosa di nuovo sotto il sole? L’AIR nelle recenti esperienze di Banca d’Italia e CONSOB
The article some recent experiences of regulatory impact analysis published by CONSOB and the Bank of Italy in the last year. The first consideration that emerges regards the ‘room for manoeuvre’ of the administrative authorities and, more generally, the relationship between the evaluation cycle and the multilevel decision-making processes. The central role of European Union ensures that regulatory choices are mostly taken at Union level. National authorities are therefore more engaged in implementation rather than policymaking. Methodologically, too little weight is assigned to quantitative data, whereas apodictic, logical and irrefutable motivations are often used, leaving little room for dialectics. Also, consultations were barely used for this purpose, although social interaction lives is literally blossoming.
